The column graph provides information about the variations in average house prices from 1990 to 2002 as compared to 1989. The data emphasises five different cities belonging to different countries. Overall, the highest changes had been faced in New York and London. 

According to the chart, the prices of houses in Madrid and Frankfurt rose by 2 to 3%; however, New York, Tokyo and London faced a downward trend. In New York, the rates tanked to -5%, and in Tokyo and London, the prices were plunged to -7%. This data covers the changes from 1990 to 1995 in comparison with 1989. 

Moving further, from 1996 to 2002, the rates in New York augmented to 5%, and Madrid witnessed supplementation of nearly 2.5%. The rates in Frankfurt dropped to 1% as compared to 3% in the previous half-decade. London saw the highest variation and the rates here slanted by touching 12%. On the contrary, Tokyo again registered a negative trend but had a light change by touching -5%.
